G. Brian Morgan is an experienced practitioner having represented many local officials and governments in the Hudson Valley, including the City and Town of Poughkeepsie, Village of Pawling, Pawling Joint Sewer Commission, Village of Maybrook, Town of Plattekill,, Town of Hyde Park, Town of Fishkill, Town of Washington Planning Board, Town of Pleasant Valley Planning Board, Town of Chester zoning board and Dutchess County Election Commissioner Erik Haight. Mr. Morgan and the firm also assist local governments as special counsel in a wide variety of matters, including civil litigation and appeals, local code enforcement, planning and zoning matters and capital projects. His 30 years of experience representing municipal officials led him to publish a lengthy legal article for the New York State Bar Association Municipal Section journal, The Municipal Lawyer, entitled “A Limited Right to Independent Counsel for Local Agencies,” published in 2012. The article examines in detail the rules governing the circumstances that may justify government officials to engage independent counsel at the municipality’s expense where general counsel has a conflict of interest or for other reasons may not represent a particular board or officeholder.
Mr. Morgan is active in the firm’s estates and trusts, health care, land use and commercial litigation practices.
Mr. Morgan has served on many boards of directors of not-for-profit and tax exempt entities, and was elected president of the Dutchess County Bar Association in 2008. He served as a director of the Dutchess County Economic Development Corporation from 2008 through 2013. From 2001 through 2007 he served as chairman of the legislative committee of the Dutchess County Regional Chamber of Commerce.
